The Narendra Modi-led government has expressed regret for the doctored photograph of the prime minister doing an aerial survey of the Tamil Nadu.
“Out of the seven pictures released, one picture used the technique of merging two pictures,” said the Information & Broadcasting Ministry.
The state has been hit by worst rains in over a century killing 280 people in a month.
The photograph was released by the Press Information Bureau (PIB) on 4 December 2015.

It was the copy of another photo tweeted by the PIB earlier.
In the previous photo, PM Modi was seen looking out of a plane window. However, the visual outside the window was different.
Later, the ministry said that it happened due to an error of judgement and the picture was subsequently deleted.
Also, PIB officials who released the photograph have been asked to report the standard operating procedures they have in the place, said sources.
But social media users had by then used the chance to mock the mistake.
