Parrikar comments in Panaji comes just a week after three Indian soldiers were killed at LoC with the attackers even beheading one of the soldiers.
Further, Pakistan, in the past has alleged that it is the Indian forces who have killed several of their civilians along with few of their soldiers at the border and that too in unprovoked attacks.
