The Railway Board has recently passed an order that has become a matter of concern for ticket checking staff in trains and train stations of the Indian Railways.
As per the new order, a traveling ticket examiner (TTE) cannot fine a minor traveling without a ticket or violating any other rule of the railways.
So far, if a minor was caught traveling without a ticket or disobeying any other law, he/she was released after being charged a fine by the checking staff. Now, action will be taken against the ticket checking executive who fines a minor traveling without ticket or disregarding any other law of the railways.
In December last year, Kerala State Commission for Protection of Child Rights offered a suggestion to not impose a fine on minors. The suggestion has been approved by the Railway Board. A circular in this regard has also been issued to the chief commercial managers and ticket checking staff of all the zones.
According to the circular, if a minor is caught disobeying any rule of the Indian Railways, he/she is not liable to any direct action. Instead, a report will have to be submitted to the juvenile justice board, which will decide further course of action.
