Kerala Excise Commissioner Rishiraj Singh recently gave a bizarre statement in which he said that one cannot stare at a woman for ‘more than 14 seconds’.
Though it sounds absurd, Singh said that if a man found staring at a woman for more than 14 seconds, a case can be filed against him.

While no such law exists in the country’s IPC or Constitution, the bizarre statement got the social media buzzing with many trolling the bureaucrat for his statement.

It must be noted that Singh made the statement in good spirit and in order to uphold the importance of safety of women in the country.
What went against him was the fact that he quoted such statement “as law” and that is what didn’t go down well with a lot of people.
While we understand Singh’s statement was well intentioned, one needs to understand one cannot add a time limit such as “14-second rule” when it comes being “a law”.
