America of the 1920s was a time of pre-Great Depression braggadocio, where the not so worthy looked up as the ideal societal symbols. For some reason, the blame must fall on the police photographers of the day who took mugshots of criminals, many of them from the Mafia, in a way that made them appear like movie bosses. Except a few, most looked dapper in their ironed suits and gentleman-like poses.
